Rev 6:5  And when he opened the third seal, I heard the third living creature saying, Come. And I saw, and behold, a black horse; and he that sat thereon had a balance in his hand. 

Rev 6:6  And I heard as it were a voice in the midst of the four living creatures saying, A measure of wheat for a shilling, and three measures of barley for a shilling; and the oil and the wine hurt thou not. 


Where as the white horse crowned rider is also perhaps seen in most cultures as the hero king who saves the day, the black horse rider would be seen as the arch-rival or villain that is to be vanquished.  This is the effect of the destabilization.  Economy gone awry.  Now this rider isn’t empowered by someone else, he is merely being given instruction from a voice in the midst of the four creatures.
Now wait.  Here is a clue to the identity of the sender.  At this time the tableau before the throne is the seated elders the four creatures the LAMB and the Ancient of Days. IF the LAMB is the one opening the seals then it stands to reason He is the sender.  So it is the LAMB more than likely who makes the statement.  This is a conclusion without support, of course because it could be the One Seated on The Throne. In the rule of the Kingdom a declaration like that will not come from Angels or Elders or the lesser ones, but from the Godhead alone.
The statement is that of economy for grain.   Now in the time of the King James Bible the pence was the coin.  Now according to http://abagond.wordpress.com/2007/05/02/money-in-shakespeares-time/,  a laborers wage was 9 pence per day.

The measure of wheat would const you 1/9th of your daily income.  IF you equate this to be minimum wage for a worker today in the state of Florida for 2013 is 7.79 per hour.  The average day is eight hours.  The average gross pay should be 62.82 per day.  Since in neither the era of John’s writing nor in the era of 1600’s was there social security medicare or deducted federal income tax, then you would figure this on the full gross pay as the net wage.  So the measure of wheat is 1/9th of 62.82 per day. I gather the math may run as follows 62.82 divided by 9 which equals a whopping 6.98 for that measure of wheat or three measures of barley.  That’s runaway inflation!  This is possibly the end result of major economic destabilization prior to a full monetary collapse.  Now this is just for a measure of grain.  Add to this, the cost to make the loaf you buy from the shelf and the price rises exponentially.

But also notice the declaration not to touch the oil or wine. That word touch is Strongs Greek# 91 adikeō From Strongs Greek # 94; to be unjust, that is, (actively) do wrong (morally, socially or physically): – hurt, injure, be an offender, be unjust, (do, suffer, take) wrong.  For some reason it may be that the oil and the wine are not to be effected by the inflation or not as much.

Symbolically the oil which is olive oil represents the Holy Spirit’s anointing and the wine, oinos really wine, represents the Blood of Jesus.  It may be that because they represent facets of the works of God, God the Holy Spirit and God the Son, they are not to be effected.  There is to be no injustice done them.  But I can happily say that oil and wine do not a meal make.  You still need… bread.
If grains are so high priced and we know that bread is made from them as well as livestock is fed by them and with the new biofuels there is an element of agriculture involved.  This means that the price of fuel will skyrocket and the price of grain fed animals as well, plus as fuel rises shipping goes up and now you see the spiraling food prices and the spiraling costs to produce the foods is actually leading to hoarding and scarcity.  Now let’s add in the previous actions of the prior horsemen and you have the set up for the next seal.
